Programme Aim
The aim of this course is to provide participants with:
· A clear understanding of the principles of effective public procurement, the generic procurement process and the role of corporate and transactional procurement
· The capability to plan, implement and evaluate a sourcing process appropriate to the value/risk of the goods/service being procured
· Knowledge of what rules and procedures govern UN procurement – and why they exist
Learning Outcomes
By the end of the programme, participants will be able to:
· Describe the principles, processes, procedures and policies of effective procurement,
· The importance and methods of effective procurement planning and strategies
· Understand the activities associated with risk assessment and risk mitigation
· Conduct procurement planning and stakeholder management
· Write specifications and effective terms of reference (TOR)
· Choose appropriate procurement method (RFQ, ITB, RFP)
· Select advertisement method and type of competition
· Understand dos and don’ts when drafting bidding documents
· How to receive and open offers
· Invite and evaluate bids and proposals
· How to manage contractual performance and supply
· Ethics and integrity in procurement
Based on the above, UNDP/PSO suggests a 4-day course with the following programme:
Day 1 Programme:
· The principles of public procurement
· The procurement policies, processes and practises
· Procurement planning and strategy development
· Risk assessment and risk mitigation
· Engaging stakeholders
· Writing specifications
· Writing Terms of Reference
Day 2 Programme:
· Identifying suppliers
· Selection of methods (RFQ, ITB and RFP)
· Methods and procedures of advertisement
· Preparation of solicitation documents
· Inviting offers
· Bid receipt and opening
Day 3 Programme:
· Evaluating bids and proposals
· Contract approval process
· Contract committee submissions and approvals
· Contract award
· Contracting/clarification/negotiation
Day 4 Programme
· Contract and supplier relations management
· Contract administration
· Performance measurement/KPI
· Dispute management
· Ethics and integrity in procurement
Exams and Assessments
During and after the course students can decide to pass two exams:
· One in-class assessment consisting of 100 multiple choice questions of which 80% have to be answered correctly in 2 hours. The assessment will test the student’s knowledge and understanding of the syllabus.
· A work-based assignment where students are given 8 weeks to complete a written essay (maximum 3000 words) to demonstrate their knowledge and understanding of the syllabus and how this can be applied in a work-related context (Work Based Assessment).
Successful completion of in-class assessment and work-based assessment will provide the students with a dual UNDP/CIPS Accredited Level 2 “Introductory Certificate in Purchasing and Supply”.
Course Fee: $1675 USD per participant
Participants are responsible for cost of own airfare and hotel accommodations.
